In the year 1859, Joshua Abraham Norton, a San Francisco businessman, walked into a newspaper office and declared that the United States needed an emperor, and that he himself was that emperor. Norton took the title “Emperor Norton I.” He had no army, no government, no legal power, but he became one of the most beloved figures in California history.
